The Family Self-Sufficiency (FSS) Program is a five-year voluntary program available to Section 8 Housing Choice Voucher holders interested in achieving goals, increasing their earned income, and decreasing their dependence on welfare and rental subsidies. Participants establish, work towards, and achieve goals related to topics like education, job training, career advancement, money management, child care, transportation, and homeownership preparation.
RCAP Solutions staff provide critical resources, referrals, incentives, and supportive services to assist participants on their journey. FSS program participants will receive a financial incentive of an escrow account in their name that they will have access to after graduating the program.
During FY2024, our FSS program supported 88 participants, celebrated six (6) graduates, and presented $61,156 in escrow checks. The program made $1,624 in "Jumpstart" funds to assist qualifying participants in progressing towards a goal as well as $13,315 in interim disbursements for other qualifying milestones, paying education, transportation, and employment-related expenses. Two participants received $10,000 in homeownership bonuses and took the step to rescind their vouchers and achieved their goals of being first-time homebuyers.
